Not really. Central Tirana — Skanderbeg Square, Blloku, the Pyramid, Grand Park — is compact and walkable. Bolt taxis are cheap and cover the rest of the city. A rental makes sense when you're heading out: to the coast (Durrës, Vlora, Saranda), to the mountains (Krujë, Theth), or across borders to Montenegro or Kosovo. If you're Tirana-only for a short stay, pick up on the day you leave.
Tirana → Durrës: about 35 km / 45 minutes via the SH2 (the country's best motorway). Tirana → Vlora: about 150 km / 2–2.5 hours via SH4/A2. Tirana → Saranda: about 290 km / 5 hours via the scenic Llogara Pass on SH8 — one of the most beautiful drives in Europe, but plan for daylight as the pass is winding.
